The provinces of the Netherlands are divided into municipalities known as gemeenten. The Gemeente is the name given to the administrative body of the local municipality. Each Gemeente also has sub municipal offices that carry out administrative activities.

Below is information on Immigration Offices, which manage the applications of foreigners becoming resident in the Netherlands, and the Expatcenter for knowledge migrants moving to the Amsterdam and Amstelveen Gemeentes.

Immigration Offices

The Immigration and Naturalisation Service (IND) provides assistance with:

There are nine regional IND branches in the Netherlands including Utrecht and Amsterdam.

Applications for initial registration as a foreigner in the Netherlands must be made at the Immigration Office (Immigratiekantoor).

Expatcenter

The Expatcenter assists knowledge migrants living or working in Amsterdam or Amstelveen. Launched in 2008, it is a pilot project involving the IND (Immigration and Naturalisation Service) and Amsterdam and Amstelveen Gemeente.

The main aim of the Expatcenter is to help knowledge migrants and their families to find information and arrange important administrative matters in one appointment.

Expatcenter services include:

Assistance applying for a residence permit (VVR) and registering with the municipality (GBA)
Issuing registered applicants with a BSN personal number (Burgerservicenummer) by post. The BSN number is required when starting a job, opening a bank account, using the health care system, applying for benefits, buying a car and announcing a change of address
Issuing the Certificate of Health (verklaring van geschiktheid) to drivers wanting to exchange their foreign driving licence for a Dutch licence
Sales of Amstelveen parking permits

To qualify for the Expatcenter service, the individual or their company must be based in Amsterdam or Amstelveen. The employer must also qualify for the knowledge migrant ruling of the IND as a covenant holder.
